“The Democrats had long campaigned for workers` rights, and the Republicans had become a free trade party; this kind of collapsed with Clinton,” Cowie says. The Democrats were walled up in the presidential elections of 1980, 1984, 1988, and they have to figure out how to live up to the power of the new conservatism in America. There was an old wing that wanted to fight for industrial protection and collective bargaining represented by the New Deal, and a new wing that moved to the right and Clinton became the standard-bearer of this movement, the New Democrats. A fourth round of talks included a U.S. call for a sunset clause that would end the deal in five years unless the three countries agree to maintain it, a provision that U.S. Commerce Secretary Wilbur Ross says would allow countries to end the deal if it doesn`t work. Canadian Prime Minister Justin Trudeau met with the House Ways and Means Committee because Congress would have to pass legislation that would push back the terms of the treaty if Trump tried to withdraw from the pact.  The structure of NAFTA was intended to increase cross-border trade in North America and promote economic growth for the parties involved. Let`s start by taking a quick look at these two issues.
The North American Free Trade Agreement (NAFTA) was inspired by the success of the European Economic Community (1957-93) in eliminating tariffs to boost trade among its members. Proponents argued that establishing a free trade area in North America would bring prosperity through more trade and production, resulting in the creation of millions of well-paying jobs in all participating countries. Other NAFTA provisions are expected to give U.S. and Canadian companies better access to Mexican markets in banking, insurance, advertising, telecommunications and freight forwarding. In addition, thanks to the NAFTA Certificate of Origin, exporters can often waive tariffs if they “certify that the goods qualify for the preferential tariff treatment granted by NAFTA” – which would benefit from reduced tariffs. The application must be completed by the exporter, but would reduce tariffs on exports between the three countries. NAFTA was attacked from all sides during the 2008 presidential campaign. Barack Obama blamed them for the rise in unemployment. He said it helped companies at the expense of workers in the United States. On September 30, 2018, the deadline for Canada and the United States, sufficient protection against the exploitation of workers and the environment was also not provided.
The negotiations resulted in a provisional agreement between the two countries, preserving the trilateral pact when the Trump administration submits the deal to Congress.  The new name of the agreement was “United States-Mexico-Canada Agreement” (USMCA) and entered into force on July 1, 2020.   Trudeau and Canadian Foreign Minister Chrystia Freeland announced that they were ready to accede to the agreement if it was in Canada`s interest.  Freeland returned early from its European diplomatic trip and cancelled a planned visit to Ukraine to participate in NAFTA negotiations in Washington, D.C.
